What we read from that, and this part is our judgement rather than anything the sources state: A fencing market lives almost entirely in that detached share, so the addressable base inside the city limits is narrower than the population suggests.
Fifty-year-old properties come with fifty-year-old fence lines, mature trees along them, and boundary questions that were settled informally decades ago. That is the job mix I would plan a search programme around here.
