The two run on overlapping machinery. Google states that its generative features are rooted in its core Search ranking and quality systems, so a page has to be indexed and eligible before it can be quoted. Classic SEO is the floor, not an alternative to it.

What we read from that, and this part is our judgement rather than anything the sources state: Lower income, and the densest concentration of the asset every home-service business actually sells into. Older housing and thinner budgets in the city, newer and wealthier around it.
The registration rule is the one most San Antonio marketing gets wrong. It carries teeth. A San Antonio company writing “licensed and insured” for roofing or fencing is describing something the state does not issue, and skipping the thing the city does.
That is a hard regulatory cliff at the city limit, and it runs in the opposite direction from the registration rule above. City work needs registration, insurance minimums and inspection. The same job in unincorporated Bexar needs none of the three. Both facts belong in how a company here describes itself.
