The first condition belongs to the state of Georgia. Its Residential and General Contractors board publishes a specialty policy statement that places roofing outside state licensure entirely.
The second sits at City Hall, and the canopy is the reason for it. The city has built a permitting regime around it, and since 25 June 2025 residential applicants must complete a pre-submittal arborist meeting before the permit application is submitted.
The third is the housing, which we split by tenure in the table below. One more jurisdictional fact worth holding: the city boundary sits in both Fulton and DeKalb counties, which matters for anything county-dependent.

What we read from that, and this part is our judgement rather than anything the sources state: Atlanta's citywide median year of construction is 1987, which understates the homeowner market badly. The median Atlanta owner-occupied home is roughly fifty years old.
A fifty-year-old house has been re-roofed once or twice already, which makes this a replacement and re-replacement market and not a first-roof one. Buyers here have done this before and ask sharper questions. Replacement, and often second replacement. The owner-occupied median build year is 1976, so most owner-occupied roofs here have been done before.
The city is also majority-renter at 46.3% owner-occupancy, so a meaningful share of the roofing decisions in the city limits are made by a landlord or a property manager rather than the occupant. That is a different sale, on a different timeline, with a different tolerance for disruption.
Two consequences follow. Entry is easy here, so the market carries more competitors than a licensed state does, and a storm brings more of them. And “licensed and insured” means less in Atlanta than a buyer assumes, because there is no roofing licence to hold.
That leaves proof to be carried by something else. Insurance certificates, manufacturer certifications, a real address and a review record are what actually differentiate here, and they are what a buyer or an AI assistant can check.
On the tree rules we read it this way. That is a gate, not a follow-up step. For roofing the relevance is access and scheduling. Crane placement, staging, tear-off debris and overhanging limb removal all touch protected trees or their critical root zones on a canopy this dense.
A roof quoted without checking whether the job needs tree work is a roof quoted without its longest lead item. Ask why a tree ordinance belongs on a roofing marketing page. Because since June 2025 the arborist meeting comes before permit submission, and roofing work on a 47.9% canopy routinely touches protected trees through access, staging and limb removal.
