Older than Augusta, and cheaper
On one identical Census pull, Bibb County has a median year built of 1977 and a median owner-occupied value of $174,500. Bibb is the oldest and the lowest-value of the eight Georgia markets we serve: Richmond 1980 / $178,500, DeKalb 1984 / $357,800, Chatham 1986 / $302,700, Clarke 1987 / $298,900, Cobb 1990 / $407,200, Fulton 1993 / $458,800, Forsyth 2004 / $550,400. Bibb has been the oldest for several releases. What changed this time is value: on the 2019–2023 release Richmond was lowest at $163,300 against Bibb’s $165,800.
55.0% of the county’s 71,962 housing units were built before 1980 and 8.6% predate 1940, so the buying trigger is usually a failure rather than a plan.
Population is flat. The July 2025 estimate is 157,556 against a Vintage 2025 April 2020 base of 157,358, a gain of 198 people across five years and three months. The 2020 Census counted 157,346. Growth markets reward acquisition. Flat markets reward retention, repeat work and share taken from a competitor. Owner-occupancy runs 51.4%, median gross rent is $1,066, and median household income is $51,234.
Your customer’s tax bill can stop your permit
Macon-Bibb issues no building permit, plat approval, inspection report or certificate of occupancy unless Certificates of Good Standing are on file: a sworn statement that the named party is no more than 90 days delinquent on ad valorem property taxes. An entity files for itself and for every individual holding 25% or more, or who exercises legal control. The mayor may waive the requirement in writing on undue hardship, and planning around that is a poor idea.
Then the clause that catches people. For a building permit, a certificate is also required for the owner of the real property where the work is happening. Your customer’s delinquent tax bill can hold up your permit, on a job you have already sold and scheduled.
Raise it at the quote stage rather than at the permit desk. Discovering it on day one costs a delayed job and a customer who now associates you with a problem you did not create.
In five districts, a reroof goes on an agenda
Design review is triggered by zoning, not neighbourhood name: any parcel zoned HR-1, HR-2, HR-3, HPD, HPD-BH, HC, CBD-1 or CBD-2 sits in a design district. In practice that is six areas, Cherokee Heights, Intown, Vineville, Beall’s Hill, the Historic Commercial District and the Central Business District, plus any others the Commission designates. Check the parcel’s zoning rather than the street name. Inside one, anything clearly and readily visible from a public right-of-way needs a Certificate of Appropriateness, and that list names fences and walls alongside buildings.
The review is graded, and the grading matters commercially. Staff can sign off a fence behind the front building line on their own. Roofing replacement is normally referred to the Planning & Zoning Commission with a recommendation, so a reroof inside a design district usually carries a meeting on its timeline, and a Design Review Board meeting before it where the officer flags a design issue. One narrow case is staff-approvable: swapping deteriorated Staple-loc or French Scallop asphalt shingles for 3-tab or architectural. Name the timeline in the quote.
There is an escape hatch: maintenance or replacement involving no change in design, material or outward appearance is exempt. Same shingle for same shingle is fine. A change of profile is a hearing.
One accuracy point, because getting it wrong misleads a customer about their own house. Macon-Bibb has somewhere between fifteen and seventeen National Register historic districts depending on how boundary increases and campus listings are counted, and National Register listing on its own does not trigger design review. Only the zoning classifications above do. Copy that conflates them frightens homeowners who are under no such obligation.
Two of these trades sit outside state licensing
Georgia licenses conditioned air, plumbing, electrical and residential or general contracting through the Secretary of State. Fencing and the roofing categories, shingles and shakes, flat roofing and sheet metal roofing, sit on the Secretary of State’s Traditional Specialty Contractors list, so a contractor working inside that specialty needs no Georgia residential or general contractor licence. Step outside it by more than the greater of $10,000 or 25% of contract value and the exemption stops, and local codes and permits apply either way. The gap lowers the barrier to entry in the two trades where a homeowner has least means of checking anyone, which is where a verifiable local credential earns its keep.
Three rules fence installers get wrong. In residential zoning, four feet maximum in front yards and eight in side and rear. No fence closer than ten feet to the public right-of-way, except in design districts where review sets it. And the finished side faces out with the posts inside. Those are ordinances.
Storm work has its own gate: during a declared emergency and the recovery period after it, nobody may do construction or repair work here without registering with the Tax Commissioner. Door-knocking is separately gated, needing a permit valid no more than sixty days, and a $5,000 bond where the work involves deposits or financed future performance.
