The one Southeast state that licenses this trade
Florida licenses roofing contractors under Chapter 489, section 489.105(3)(e). The scope covers roofing, waterproofing, coating, skylights, roof-deck attachments, sheathing and fascia replacement during repair, and roof-to-wall connection enhancement.
That distinguishes Florida from every neighbouring state we cover. Texas, Georgia and North Carolina license no roofers at all, and South Carolina requires only a specialty registration above $500. In Florida it is a full licensed trade.
The distinction that decides your service area is certified against registered. A certified contractor may contract anywhere in the state; a registered contractor only in the jurisdictions where they met the competency requirement, and registration requires no exam. Advertising into a county your licence does not reach produces leads you cannot serve.
Approval is required, and it expires
Florida Statutes 553.842 requires state approval before an exterior product is installed, and roofing is named explicitly alongside panel walls, exterior doors, skylights, windows and shutters. Section 553.842(5) forbids marketing anything as hurricane or impact protection without approval.
In Miami-Dade the instrument is a Notice of Acceptance, and each one expires on a stated date. A permit is pulled against a specific NOA, so one that lapses between quote and installation invalidates the specification. Checking the expiry before ordering is a habit worth having.
The High-Velocity Hurricane Zone covers Broward and Miami-Dade only. Design wind speed there runs 175 mph for Risk Category II, and section 1626 requires the whole envelope to survive a nine-pound timber missile at 50 feet per second followed by cyclic pressure loading. A roofing product that satisfies the code in Orlando can be unusable in Miami.
Insurance decides more of this market than weather does
Florida's Citizens Property Insurance treats soft roofs over 25 years old as ineligible, which converts roof age from a maintenance question into an eligibility question. A household facing that has a deadline rather than a preference.
The separate 25% roof replacement rule reversed in 2022, and competitor content across this state still gets it wrong. Getting it right is a cheap credibility marker in a market where most published guidance is stale.
Storm-driven demand is real and lumpy. Cape Coral's roof-related permits ran 5,970 in 2021 and 26,339 in 2023 after Hurricane Ian, roughly four times the pre-storm level two years on. That is a surge with an end date, and a business planning capacity around it should be planning for the far side too.
