THE LICENSING PICTURE

Two licences with the same name and different geography

Florida licenses plumbing under Chapter 489, section 489.105(3)(m), alongside air conditioning, mechanical and roofing. The requirement itself is unremarkable. The geography is where companies get caught.

Section 489.105(8) defines a certified contractor as one holding a certificate of competency from the state, who “shall be allowed to contract in any jurisdiction in the state.” Section 489.105(10) defines a registered contractor as one who met the competency requirements of a single jurisdiction, and states that registered contractors “may contract only in such jurisdictions.” No exam is required for registration.

A plumbing company expanding from one Florida metro into another needs to know which it holds before it advertises there. Marketing into a county your licence does not reach generates leads you cannot legally serve.

THE DEMAND PICTURE

A twenty-two year spread across three metros

The Florida metros we cover are not one market on housing age. Miami city records a median year of construction of 1979, Jacksonville city 1987, Cape Coral 2000 and Fort Myers city 2001.

For plumbing that spread is the whole positioning decision. A 1979 median puts a large share of Miami city housing into cast iron drain lines and older supply systems, where a 2001 median mostly does not. Repipe and failure-driven work concentrates in the older metros; new-build and fit-out work concentrates in the newer ones.

Ownership patterns differ as sharply. Miami city runs 30.8% owner-occupancy and 22.4% single-family detached, Jacksonville city 57.6% and 59.2%, and Cape Coral 77.2% and 79.4%. The same service is sold to a landlord in one and to an owner-occupier in the other.

THE LOCAL DETAIL

Flood rules reach plumbing work more often than people expect

The fifty per cent substantial-improvement test appears across Florida jurisdictions and it catches plumbing scopes on larger jobs. In unincorporated Lee County and in Cape Coral, work costing half or more of a structure's market value brings a freeboard requirement of one foot above base flood elevation.

Charleston's rule next door is stricter at two feet on new construction, which is a useful comparison for anyone working both coasts of the Southeast.

Florida also runs a statewide product approval regime under Florida Statutes 553.842, and the Florida Building Code 8th Edition took effect 31 December 2023. The High-Velocity Hurricane Zone applies in Broward and Miami-Dade only, so a company working Miami and Jacksonville is working two different envelope regimes even though the plumbing code is the same.
