Owners usually ask this after being quoted for a technical audit. What they want to know is whether the money buys anything.

Technical work is a floor, not a lever. It removes reasons you cannot rank. It does not create reasons you should.

Six checks that settle it

Fetch a key page without JavaScript and see whether the content is there. Search your domain in Google and compare the count of indexed pages to the pages you meant to publish. Load a service page on a phone on mobile data and count the seconds. Read your robots.txt. Check whether two URLs serve the same page. Look for pages nothing links to.

Where all six are clean, technical SEO is not your constraint and you should spend the money elsewhere.

When it is the constraint

A migration that lost rankings, which is avoidable and usually avoided badly. A platform change. A site where large sections never got indexed. A build where content renders only after script execution. Those are technical problems and no amount of content fixes them.
